## RE: REQUEST FOR LETTER OF APPROVAL (LoA) FOR THE “AFAM

## COMBINED CYCLE GAS TURBINE POWER PROJECT”.

We wish to acknowledge your request for a Letter of Approval (LoA) for the project entitled “Afam Combined Cycle Gas Turbine Power Project)”.

The Special Climate Change Unit (SCCU), being the Designated National Authority for the Clean Development Mechanism (CDM) Activities in Nigeria, hereby declares that:

i. Nigeria ratified the Kyoto Protocol on 10
th of December 2004 and is in compliance with her obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol; ii. Nigeria participates voluntarily in the Clean Development Mechanism.

Against this background, and following a review of the PDD for the project submitted to the Special Climate Change Unit (SCCU), I hereby confirm that your project has potential to:

- Contribute to the sustainable development of Nigeria by providing reliable gas supplies to strengthen the national electrical system;
- Improve the local environment, particularly for workers at the field, by reducing local ambient pollution (primarily particulates);
- Improve national resource management by full utilization of the energy resources produced at the field (oil, natural gas liquids and gas);
  I am directed on behalf of the Nigerian DNA to inform you that our concerns have been fully addressed and we have concluded that the CDM project activity will contribute to the sustainable development of Nigeria. We have also noted and are convinced that your project will result in greenhouse gas emission reduction in Nigeria.

The CDM project activity “Afam Combined Cycle Gas Turbine Power Project)” is hereby approved to be in compliance with Article 12 of the Kyoto protocol.

This Letter of Approval (LoA) constitutes authorization by the Nigerian Designated National Authority (DNA), and is also in accordance to the CDM modalities and procedures, of Shell Petroleum Development Company (SPDC) and Nigerian National Petroleum Corporation (NNPC) as a Project Joint Venture Participants in the above mentioned CDM project activity.
